Prerequisites to the creation of IGS SSS.  

The development of the oceans provides mankind with additional resources and promising opportunities for the development of civilization. There is no doubt that human activities in the seas and oceans will have a character all of the expanding geographically and by accelerating its pace of the process. Objective and inevitable consequence of this process is to further develop international cooperation in the vast areas of the oceans. In particular, already regulated by the behavior of the maritime countries in the areas of economic responsibility, and security issues of international shipping, continues active development and implementation of appropriate requirements for vessels and operators have been created and are in the normal operation of international satellite communications, navigation and distress COSPAS - SARSAT, Inmarsat and GLONASS, organized the collective participation of different countries in solving specific problems of direct rescue at sea and in neutralizing the effects of environmental disasters at sea, etc. etc.

    The limits of international maritime cooperation will be further, on the one hand, the real needs of mankind and, on the other - its technical capabilities to provide these needs. At certain points in time the increased technical capabilities allows us to translate the solution of certain important problems in a qualitatively different, higher level, in particular - to move from the regional level to address the global level.

 Currently all the technical prerequisites are ripe for decision at the global level the main task of international cooperation at sea - the problem of security diversified human activities on the seas and oceans.

The concept of maritime security.

    In general, the term "maritime security" includes a large number of components: a and reliability of ships and their systems and equipment, and training qualified crew, and the introduction by ships of modern warning systems for disasters, as well as external systems to detect vessels in distress, and to ensure navigational safety, including the introduction of modern digital mapping tools, as well as the development of emergency - rescue structures and their fleet, ensuring environmental safety of marine flora and fauna from the effects of human activities, etc. and so on, until the implementation of security and police functions at sea and oceans. Below we are talking about the security sector, which is associated with the use of specialized courts or other technical means, first of all crashes - the rescue mission, however, as the courts and of solving a number of other urgent tasks at sea.

Existing facilities.

New technical capabilities.

     Supply and actually solve a much broader issue of maritime security can only achieve building of WIGs to ensure the creation of a new type of high-speed marine vehicles that move with air velocities near the water surface, on the one hand, and able to make the necessary long-running operations while in the water surface, with another.

It should be noted that the appearance of IGS SSS left a deep imprint on the whole organization of shipping and human activity in the oceans. The system will not only organize such activities and to assist in its implementation, but also may serve as a maritime analog ground of the UN force, as a tool for influencing the international community at the global level on the state and structure, exploiting the world's oceans. Now we can put such a task that until now, due to lack of appropriate technical capabilities before the international community and not assumed. Establishment of the International Global Positioning System Maritime Security may well be the project of the century.

        In establishing a system of maritime safety, no doubt, be interested in all the owners of sea and ocean-going vessels in the world, airline companies that fly over the water area, navies of the countries whose ships, submarines, etc. ply the seas and oceans, a company producing a sea of oil and other minerals, the researchers of the seas and oceans, and all other entities whose activities are connected with the sea. Naturally, that interested in it, and ship and aircraft manufacturers since the establishment of a system means new orders for WIG, providing the court and other infrastructure system SSS and its subsequent maintenance.

        Problem of developing and implementing the system IGU PSC can be solved only through a truly international cooperation of the industrialized countries on the basis of their existing science, technology and industrial base. This cooperation Russia could play a leading role, given the wealth of experience of building of WIGs which it possesses. You could even say that giving priority to Russia in the development of WIG themselves, and in particular - in the organization setting up the International Global Positioning System Maritime Security, is the moral duty of national leaders of science and industry. Russia's leading role would be to create and initialize the International Consortium on the basis of broad cooperation of potential users of the system, leading shipbuilding and aircraft design and manufacturing companies, research organizations, insurance companies and other entities to further develop the project and the dual-mode heavy winged the whole system as a whole.

        If, however, from the Russian side will not be accompanied by targeted persistent efforts in support of the idea of establishing an international global maritime security, we will someday once again remember and prove to the world a priority in this area.
